The Housing Authority of Covington, KY began its FSS Program on January 1, 2012 with the goal of assisting public housing residents to become self-sufficient, and welfare-free through full time employment. The FSS Program provides comprehensive support services   that combine housing assistance with individualized community services that help families to reach their goals. This will be accomplished through education, vocational training, job readiness, financial literacy and credit repair counseling, pre-home ownership education and counseling, and life skills classes such as parenting skills, home management, early childhood development, health education, and nutrition.

As part of the FSS Program, the Housing Authority of Covington will offer financial incentives to encourage participation and enhance the participant’s ability to achieve self-sufficiency. We will establish an FSS Interest-bearing Escrow Account for each eligible participating family to off-set any increases in rent as a result of their increased income due to employment, in accordance with HUD guidelines.

Frequently Asked Questions

A: No! Participants are expected to be employed by the end of their contract, but you do not have to be employed before you enroll. The FSS Coordinator will happily work with you to explore different career options and gain employment.

A: In order to graduate from the program, FSS participants must complete the following:

  • Be free of welfare (i.e. state cash assistance/KTAP) by the time of graduation
  • Be employed full time (32 hours per week) by the time of graduation
  • Meet goals on Individual Training and Services Plan

A: Yes, all of your goals must be completed by the time of graduation. However, we know that a lot can change during that 5-year contract! The FSS Coordinator will work with you to change or add goals as needed.

A: Yes! We will work with you as long as you are willing and able to gain employment.

A: After you enroll in the program, you and the FSS Coordinator will check in once a month. These checks in can take place over the phone, in-person, or over video call. You are required to meet with the FSS Coordinator in person quarterly (once every three months), but you may meet more based on your case management needs.

A: The FSS program is completely voluntary, so you are able to exit the program at any time. However, you will not receive your escrow balance if you leave the program before graduation.

Leaving the FSS program will not impact your status as an HAC resident.
